Update Master Specifications

Adaptation of the latest UFGS technical specifications to produce a standard technical specification for Incirlik Air Base, construction projects and engineering services, labor, equipment, devices and materials. In this way, up-to-date standardization of engineering services that can be used in all future contracting works and that will ensure that these works are built in a complete, usable and standardized manufacturing facility.
